ملخص : تطبيق إدارة الجودة الشاملة في التعليم العالي بالجزائر - وجهة نظر عضو هيئة التدريس
يتطلب تكيف المؤسسات الجزائرية عموما، ومؤسسات التعليم العالي خاصة مع المستجدات الدولية والمحلية، اعتمادها نهج الجودة، والذي من مبادئه وأهدافه توفير منتجات تلبي رغبات وتوقعات الزبائن من اجل ذلك تحظى دراسة الجودة الشاملة بأهمية كبيرة في هذه المؤسسات لما لها من انعكاسات إيجابية على حسن استخدام الموارد المحدودة، إلا أن تجسيد ونجاح أسلوب إدارة الجودة الشاملة في التعليم العالي يتحقق من خلال الاهتمام بمجموعة من المحاور، ولعل أهمها محور عضو هيئة التدريس ومحور الطالب الجامعي ولذلك حاولنا في هذه الدراسة التعرف على مدى تطبيق معايير إدارة الجودة الشاملة من قبل عضو هيئة التدريس في أربعة جامعات من الغرب الجزائري، كعينة للدراسة، فقمنا باستقصاء عينة من أعضاء التدريس وللإجابة على الفرضيات تم استخدام مجموعة من الأساليب الإحصائية، استخدم في معالجتها برنامج SPSS 20، كما خلصت الدراسة إلى نتيجة أساسية وهي التزام عضو هيئة التدريس بتطبيق معايير إدارة الجودة الشاملة بصفة غير مرضية.

Résumé: Application du management de la qualité totale dans l'enseignement supérieur en Algérie, point de vue de l'enseignant universitaire
L'adaptation des entreprises algériennes en général et les établissements d'enseignement supérieur en particulier, aux nouveautés internationales et locales exige l'adoption de l'outil qualité, dont les principes et objectifs sont de fournir des produits qui répondent aux besoins et attentes des clients. De ce fait, le Management de la Qualité Totale (TQM) constitue une grande importance dans ces établissements en raison de ses avantages sur la bonne utilisation de ses ressources. Toutefois, le succès du TQM dans l'enseignement supérieur est conditionné par l'importance octroyée à un ensemble d'axes dont l'axe de l'enseignant et de l'étudiant
La problématique de notre étude est de connaitre le degré d'application des critères du TQM par l'enseignant universitaire dans quatre universités de l'ouest d'Algérie que nous avons pris comme échantillon représentatif de l'étude en utilisant comme outil le Questionnaire. Afin de répondre aux hypothèses de l'étude, nous avons recouru à un ensemble d'outils statistiques traités par le logiciel SPSS
V20. Notre étude a abouti à un respect insuffisant des critères du TQM de la part des enseignants. Mots clés: Management de Qualité Totale, Enseignement Supérieur en Algérie, Enseignant Universitaire
Abstract: Application of Total Quality Management in Higher Education in Algeria: The teaching Staff's point of view
The adaptation of most of the Algerian institutions, and particularily higher education institutions throughout the local and international developments, requires the adoption of "quality approach", of which the principles and objectives providing products that meet the desires and expectations of customers. For this, the study of Total Quality Management receives great importance in these institutions because of their positive impact on good use of limited resources. But, the embodiment of style and success of Total Quality Management in Higher Education is achieved through the attention to a set of axes, and perhaps the two most important axes are the axis of the teaching staff and the axis of the college student.
Therefore, in this study, we tried to identify the extent of the application of the criteria of total quality management by teaching staff in four universities in the west of Algeria, representing the sample of the study. So, we polled a sample of members of the faculty, and to answer the hypotheses a range of statistical methods has been used, the processing program SPSS V20 has been used. The study concluded to a basic result and it is commitment of the faculty member to apply the standards of total quality
management as unsatisfactory. Key words: Total Quality Management, Higher Education, Teaching Staff.
